Facilitating access and educational opportunities for children in Laos (FORCE)

The FORCE (Facilitating Opportunities and Resources for Children's Education) project aims to build the capacity of local players in order to improve equitable access to quality education for all children in the province of Oudomxay, particularly those from the most marginalised communities.

In the Xay and Nga districts, access to education remains highly unequal. In 2023 and 2024, the early childhood education enrolment rate was only 59.5 % in the Xay district, while the net primary enrolment rate remained below 55 % in the Nga district. Schools are faced with inadequate infrastructure, a shortage of qualified teachers and high drop-out rates, particularly at secondary level.

These difficulties particularly affect vulnerable communities, affected by poverty, geographical isolation and persistent social discrimination. By strengthening the skills of teachers, management teams, local education authorities, parents and communities, the FORCE project is helping to build an education system that is more inclusive, sustainable and conducive to every child's success at school.

Xay and Nga districts, Oudomxay province

Project objectives

The FORCE project aims to build the capacity of local stakeholders in Oudomxay province to jointly improve access to quality education. It aims to create sustainable educational opportunities for all children, particularly those from disadvantaged communities, by acting at several levels of the education system.

It has the following objectives:

 

  1. Improve the accessibility and quality of early childhood and primary education programmes.
  2. Strengthen teachers' teaching skills and improve school management and governance.
  3. Increase the involvement of communities and local authorities in educational initiatives, to ensure their sustainability and ownership.

Our actions

  • Assessment of the state of Early Childhood Education and Care (ECEC) infrastructure and services using Ministry of Education and Sports tools.
  • Provision of teaching materials and educational games
  • Capacity building for headteachers, teachers and school management
  • School bursaries for pupils from vulnerable families (around 3 pupils per school) for 9 months a year for 3 years.
  • Evaluation of primary school accessibility and learning performance in targeted districts.
  • Creation of dialogue forums bringing together communities, parents, local authorities and other stakeholders
